Context

Product teams may embed recommendation engines, learning logic, or version stores for speed — fragmenting intelligence across codebases.

Decision

Products never own intelligence engines. Products may:

Register capabilities, tools, and intent taxonomies
Host presentation (Filament, chat UI)
Adapt PL-004 contracts in Integration module

Products may not import PL-004 internal engines outside Integration adapters (enforced by architecture tests).
