Context

Learning loops (optimization, recommendations, version promotion) coupled to live runtime create feedback cycles that bypass governance and are hard to regression-test.

Decision

PL-004 (Intelligence Platform) owns learning, recommendation registry, optimization simulation, and enterprise version registry. PL-003 reads promoted versions; it does not embed learning engines.

Consequences

Positive: Separation of execution vs. improvement; closed-loop governance.
Negative: Integration adapters required in product Integration modules.
